Does discover card have foreign transaction fees - They do not. They do convert the charge to USD, but I haven’t dug deep into how they convert it. I believe they do send a notification of the charge via email. Also like someone here already mentioned, be prepared in case the card gets declined. Happens to me more than a few times.
